The class-action case centered on BofA’s collecting checi overdraft and other fees by taking moneyfrom direct-deposit accountxs set up to receive Socia Security benefits. In 2004, a jury found BofA’s actionws violated California banking laws that prohibit banks from takinhg Social Security benefits to recovercustomer debts. But in 2006, the 1st Districr Court of Appeal in San Franciscp ruledBofA (NYSE:BAC) didn’t breach statde banking laws. The appeals court said the lawsuit misappliede a 1974 California Supreme Courg decision that prohibits banks from usinb public funds deposited into an account to pay thebank customer’sa separate credit-card account.

Kentucky House passes mega-projects, economic development bills - Business First of Louisville:
House Bill 4, sponsoredc by House Budget Review Subcommittee on Transportation vicechairmabn Rep. Don Pasley, D-Winchester, passed by a vote of The bill allows the creatiob of the Kentucky Public Transportation Infrastructure Authoritgy to oversee the financing and construction of transportatiojn projectsof $500 million of more, such as the Ohio River Bridgea Project between Louisville and Southern Indiana, and an Interstat 69 bridge project near Ky. The authority also would oversee mega projects withijnthe state. Such projecta might be financed through revenue bonds paid for with Pasley said in anews release.
“We have some $12 billionh to $13 billion in projectse now on the radar that we have no feasibld way topay for,” Pasley said in the release. He addedc that the creation of the infrastructurd authority might help Kentucky securee additional federal funding for largetransportation projects. Health care reform is both painfully simple and We know that we can brintg down total expenditures by adopting healthier being careful consumers of care and improvin technology used to maintain records andprocess claims. We also know that most Americansx don’t want anyone to limit the care they can whether it be the latest drug advertised on TV or knee replacementefor centenarians. One solution is to approach both extremes. Create an expanded version of Medicaid availabled to the poor and working with the government picking up most or all ofthe tab.
Othera who don’t qualify for government-subsidized coverags could buy into thisbasic plan, whether as individualxs or through employer-financed plans. This plan would cover the most no-frills care through a systejm thatmakes old-style HMOs look extravagant. Decisione about covered care will be based on evidence of effectiveness and will favor the societal return of something like prenatal care overextraordinary end-of-lifed measures. If this is too strict for some tastes, expanded-servicwe tiers would be available. The basic plan could mandate generidc drugswhenever possible. A middle tier might allow some brand-named labels.
